Claudia Ruiz is the Senior Civil Rights Policy Advisor at UnidosUS, the nation's largest Latino civil rights and advocacy organization, where she leads work at the intersection of civil rights, democracy, and technology. Her work addresses the civil rights and civil liberties challenges posed by unchecked surveillance and data exploitation while advancing robust governance frameworks that enable artificial intelligence to deliver on its promise of shared opportunity and prosperity.

Her work is guided by a core conviction: the values we all share—fairness, dignity, freedom, and equality—are not obstacles to innovation, but rather the foundation upon which technology should be governed. For Claudia, the measure of innovation isn't what it builds, but how many people are able to share in its benefits.

Claudia also leads UnidosUS's work on voting rights and democracy reform and frequently speaks on the threats posed by online mis- and disinformation, including the role of social media in amplifying false claims that suppress voters and undermine elections. Most recently, she was appointed to California Governor Gavin Newsom's AI Innovation Council. She also serves as Co-Chair of The Leadership Conference on Civil and Human Rights' Media/Telecommunications Task Force and is a former Co-Chair of the Federal Communications Commission's Consumer Advisory Committee.
