Dr. Nicol Turner Lee, Director The Center for Technology Innovation (CTI) and Senior Fellow, Governance Studies, The Brookings Institution

Dr. Nicol Turner Lee is a senior fellow in Governance Studies, the director of the Center for Technology Innovation and serves as Co-Editor-In-Chief of the TechTank blog and podcast at the Brookings Institution, which is a global think tank headquartered in Washington, D.C. Dr. Turner's research encompasses equitable access to technology across the U.S. and abroad. Her portfolio also includes leading Brookings institutional research and public policy work focused on the identification and mitigation of online biases in artificial intelligence systems. She has a forthcoming book on the U.S. digital divide titled Digitally Invisible: How the Internet is Creating the New Underclass (forthcoming 2024, Brookings Press). She has appeared throughout various news media, testified before Congress and international global governance bodies, and written extensively on tech and telecom issues. In 2022, she was recognized for distinguished career contributions by the American Sociological Association at the annual conference. She has her B.A. from Colgate University, and her Ph.D. from Northwestern University.

Carlos Gutierrez, Deputy Director & General Counsel, LGBTTech

Carlos Gutierrez is Deputy Director & General Counsel for LGBT Technology Partnership & Institute, which works to improve access, increase inclusion, ensure safety, and empower entrepreneurship for LGBTQ+ communities around technology. In his current role, Mr. Gutierrez leads the policy work for LGBT Tech and speaks extensively on the importance of existing and emerging technologies for marginalized communities with a special focus on LGBTQ+ communities. Mr. Gutierrez is an attorney with an extensive background in both business and legal affairs combined with a deep understanding of technology, telecommunications, and long-term strategic planning. Mr. Gutierrez has significant industry experience having served as an intern at the Federal Communications Commission and as a communications associate at the law firm Mintz Levin. Mr. Gutierrez worked at Discovery Communications, where he served as V.P. of Business Operations and Strategy as well as Head of Business and Legal Affairs for the world’s first 24-hour a day 3D network, 3net. Mr. Gutierrez also interned at the White House as Assistant to the Special Counsel to the President of the United States. He is a graduate of the University of Florida and holds a J.D. from Georgetown University Law Center.

Koustubh “K.J.” Bagchi, Vice President of Technology Policy at the Chamber of Progress (Moderator)

Koustubh “K.J.” Bagchi is Vice President of Technology Policy at the Chamber of Progress. He is a veteran of Capitol Hill and public interest organizations, having served most recently as Senior Policy Counsel at New America’s Open Technology Institute. He was previously the tech policy attorney for the national civil rights organization Asian Americans Advancing Justice | AAJC. He has over ten years of experience in public policy and legislative strategy at the local, state, and federal levels. In addition to advising members of the Washington State Senate, he worked as Legislative Counsel for a D.C. City Councilmember and former Rep. Mike Honda (D-CA), a Member of Congress who served on the influential House Appropriations Committee. K.J. graduated from the University of California Davis and received his law degree from Seattle University School of Law.

After living in Washington, D.C. for almost a decade and moving to Northern Virginia, he enjoys exploring new food spots with his wife and seeking out the perfect iced coffee.
