Jess Maksimov is a Policy Analyst at Americans for Responsible Innovation, where she leads research, policy design, and advocacy on AI infrastructure and industrial capacity. Previously, she served at the U.S. Department of Energy and the U.S. Department of State.

As a 2024 Boren Fellow, Jess conducted independent research at the Casimir Pulaski Foundation in Warsaw. She holds a Bachelor of Arts in Government and a Master of Arts in Eurasian, Russian, and East European Studies from Georgetown University.
